An addendum:

I think a companion proof-of-concept activity is valuable.  But agile does not mean bottom-up.  There is always some objective within which the progressive, rapid deliveries occur and there is a target that is kept in sight.

It might be useful to have a roadmap, within which there will be rapid correction as experiences are gained.

Something to be cautious about:

I think the singling out of <text:p> is not quite accurate.  In ODF 1.0/.../1.2, change-tracking is available in any element that has paragraph-content or text-content.  <text:p> is but one of 10-or-so elements that have that, including inside of the extraction of a tracked deletion.  (I am baffled about tracking changes in the comment that is associated with a tracked change.)

Assuming that upward compatibility/preservability is required, it is probably necessary to ensure some model compatibility with these cases and the interesting places where separate <text:tracked-changes> occur in ODF 1.2.  This is also a factor for embedded content (e.g., when an <office:document> occurs as a component).

I suppose focusing on <text:p> in <office:text> will reveal some interesting cases, but one can expect that a too-simple provisional case may fail to be extensible to the other cases that are also need to be preserved in upward convertibility.  Some care is necessary to avoid going too far down a dead end.

Our first component(s):
For many users, the most important part of documents is the written text. In ODF the written text of a document can not stand alone, it is always within a container. In most cases this container is the paragraph: 
The root (and only) element of the paragraph component is the "text:p" as specified in http://docs.oasis-open.org/office/v1.2/os/OpenDocument-v1.2-os-schema.rng 
In addition every character within the paragraph is counted as component.
