Concerns and Wants Related to Text Sections in OD v 1.1+

I've got a few observations about text sections as they stand in v 1.1.  I
also suggest a few minor enhancements for the next version which can:
+ facilitate topic oriented authoring (very much like DITA)
+ allow users to assemble sections into a master document and have the
text:outline-levels automatically adjust
+ facilitate collaborative/distributed authoring by introducing the "stand
alone section" subdocument, which can be introduced into
CVS/Subversion/etc.
