Patrick, I am talking about *all* occurrences of "should". Sometimes, non-bold faced occurrences actually are used correctly. For example, the one in 3.3. What do non-bold faced occurrences of "should" in ISO/IEC 26300 mean? Non-native speakers do not undrestand. I would argue that all modal verbs should be used as specified in Annex H.
