First, I believe that normative references and non-normative onese 
(biblography) should be listed in different parts of the spec.  
This distinction is highly important.

I don't think you have to reference to  ISO/IEC Directives, Part 2. 
None of the SC34 standards reference to it, AFAIK.

Also, delete [RFC2048], since it is obsoleted by [RFC4288], which 
is in your list.

ISO/IEC 19757-2:2008 is technically equivalent to ISO/IEC 19757-2:2003 
+ DAM1 + DCOR1.  If a schema is conformant to ISO/IEC 19757-2:2003, 
it is gurranteed to be conformant to ISO/IEC 19757-2:2008.

As for the Unicode version, this is also an issue of OOXML.  (I
submitted a defect report, since 29500 references to V5.0, which 
is not the latest.)  We need some text that allows us to reference 
to the latest version.

The JIS ODF draft adds ISO 639-1, ISO 639-2, and ISO 3166-1, since 
they appear in the main text.
