There might be some (small) breaking changes with respect to 1.2 implementations. There are some small focused extensions, as I recall.


The intended big change for 1.3 was introduction of a change-tracking solution. That was abandoned and the current situation is a bit worse.


If you read section 5.5.1 of Part 3, youâll see how the can was kicked to agreement among implementers.Â


Since that doesnât cure under-specification, it is not clear that there is any âcorrectâ implementation. I suspect the dominant implementation bases its approach on what works best for conversions to and from Word documents of some vintage. There is no consultation among implementations with other code bases as far as I am aware. I have been out of touch though.

Thanks for the pointers.  It seems to me, then, that this release is mostly about bug fixes, with a few additional features for borderline cases.  That said, I have only sampled the issue writeups.  If there is something groundbreaking, that's the sort of thing I was hoping to be informed of.  (Obviously this is not like the transition to 1.2, which added OpenFormula to the standard.)

This Committee Specification is an OASIS deliverable, completed and approved by the TC and fully ready for testing and implementation.

Members of the OpenDocument TC [1] approved this specification by Special Majority Vote. The specification had been released for public review as required by the TC Process [2]. The vote to approve as a Committee Specification passed [3], and the document is now available online in the OASIS Library as referenced above.
