Okay folks - to make ideas more concrete, I've posted another modified version of the document. Consider this a "non-official" version, feel free to continue working off the March 22 release. This one includes proposed modifications for VALUE, NUMBERVALUE, FLOOR, CEILING, with change tracking ON so you can see it. FLOOR and CEILING haven't changed in their SEMANTICS from previous releases, but it warns users that this is NOT the same as some implementations (such as Excel! We can do the Excel semantics - and much more - but it looks a little different). VALUE is now clearly locale-dependent, and there are specific requirements for locale en_US (so that we can test it!). I've also added NUMBERVALUE, which takes two parameters (the text to convert, and the character to use as the decimal point)... that won't handle ALL locales, but it'll handle a whole lot without needing to deal with "all possible locales". Both closed and open source software can implement OpenFormula. OpenFormula is intended to be a supporting document to the Open Document Format for Office Applications (OpenDocument) format, particularly for defining its attributes table:formula and text:formula. It can be used in other circumstances where a simple, easy-to-read infix notation is desired for exchanging recalculated formulas.
