Finance is *not* my area but guessing that "bond-equivalent yield" and 
"treasury bill" are just noise words.

Note that the calculation requires: settlement date, maturity date and a 
discount rate (subject to the constraint that the maturity date be less 
than one year from the settlement date).

All those things could be true of many financial instruments, not just 
treasury bills or bonds. So those are distractions. Whether they survive 
or not depends on what names users are going to expect to see.

PS: Don't give up on the idea of consolidation of all the basis 
definitions.
