I suspect that almost all propagate errors, either the same error or a new
one appropriate to the nature of the function and the error encountered.
(Exceptions would be functions and operations that are defined to check for
errors.)

How functions and operations propagate what errors is probably something to
be defined (or made implementation defined ... [;<).  There might be a small
number of cases that could be appealed to by reference rather than
restatement.

Do *any* of the functions as defined by OpenFormula propagate errors?

Searching on "propagate error values" I haven't found any.

Make me wonder why we keep repeating this.
