Resolved but not applied?

Greetings!

Is this a good filter for OpenFormula issues that are resolved but not 
applied?

The reason I ask is that it isn't clear in some cases that we have 
consensus on a solution despite issues being marked as resolved.

What I would like to do this week is to concentrate on all the purely 
technical fixes to formulas (section 5 material) so we can then focus on 
the remaining editorial and type issues. Rather than trying to mix 
discussions of the two.
