TODOs?

Greetings!

Sweeping the current document, there are a number of todo's that relate 
to test cases.

Should I delete those from *this* version? They will still be present in 
draft 22a should anyone want to act on those to add information.

I am about to post a list of the outstanding todo's that seem important 
to me to completion of the draft, mostly to call attention to them. 
(That list will not include test case, etc. todos.)
