UCR (almost final) draft

I've attached the use case and requirement document, updated based on 
last week's discussion, and then converted to ODF. So I suggest on 
Wednesday we discuss final details, I can then create the final version 
and post it to the TC list.

I think I still need to add a link to the final use case document.

Also, I have "editor" and "contributors" at the top, but that might be 
silly. We could just drop the names if easier, or have us all listed as 
contributors. I have no strong opinion.
