This is confusing/inaccurate:

"Metadata Manifest Prefix"

I don't know; maybe change "prefix" to "semantics"? Or drop "prefix"?

2)

This:

"The metadata manifest manifest.rdf file is an RDF/XML document and is 
specified in the OWL Web Ontology Language (see [OWL])."

... is confusing. How about:

"The metadata manifest is an RDF/XML document. Its semantics are 
specified in the OWL Web Ontology Language (see [OWL])."

Or something like that.

3) is the description at the top of the next section redundant?
