Indeed a relict from the once copied manifest section of the main 
specification.
I agree and would suggest as well to drop "prefix".

Same as above, I agree with you to drop the naming. The filename has 
been specified before.

You mean the "Metadata Package" section, right?
At least the string "in RDF/XML" is highly redundant, I would drop this.

Further, I realized that one of our today agreed fixes has not made it 
into the draft, the removal of the substring "root element" in this section.
