There's a newer version that is superseding this:

Also, just an FYI: the DC group is in the process of updating their
RDF support. To wit, they are copying all the existing DC core over to
the dcterms namespace, and giving them domains and ranges. In other
words, dc:creator is commonly but inconsistently represented as a
literal. They are defining dctersm:creator and saying it is a resource
(an agent).
