The intention of this paragraph is to clarify that there are no rules
which elements and attributes defined in our own specification have to
be supported by conforming applications. I've added an "See also
appendix D" to paragarph. I think this makes the situation clearer.

I didn't add the "foreign" to the first sentence, but changed the
second sentence as suggested by you.
