Subject: text:display-levels problem

This is again a case of something that KWord can save and reload, but OOo doesn't load,
and I'm not sure if that's a OOo bug or me misinterpreting the specification.

    <text:list-style style:name="L2" style:display-name="Numbering Style for Head 2">
      <text:list-level-style-number text:level="2" style:num-prefix="" style:num-suffix="." text:display-levels="2" style:num-format="1">
        <style:list-level-properties fo:text-align="start"/>
      </text:list-level-style-number>
    </text:list-style>

      <text:h text:style-name="P2" text:outline-level="2"><text:number>1.1.</text:number>Head 2 [Courier 10 Pitch 15]</text:h>

This heading should show "1.1" due to display-levels=2, but it shows only "1" in OOo.
Attached screenshot is the expected output (as shown in KWord).
