I think #1 is a good idea as well.  As we've seen with the accessibility subcommittee, there is some lag time between the TC approving a subcommittee and accomplishing the mechanics of setting op the new mailing list, web site, publicizing the new subcommittee and getting participants signed up, especially if there will be new participants who are not already TC members.  So, having two weeks between approving the subcommittee and holding the initial meeting may be desired regardless of the IPR change timing.
