Thats understood that your proposal identifies the counter domain with the list-id.

However there is still the problem os the default value for continue numbering.

If Oliver is right and continue-numbering is "false" by default then to generate
1. P1
2. P2
3. P3

using numbered-paragraph would result in

<numbered-paragraph style-name="L1"><p>P1</p></numbered-paragaph>
<numbered-paragraph style-name="L1" continue-numbering="true"><p>P1</p></numbered-paragaph>
<numbered-paragraph style-name="L1" continue-numbering="true"><p>P1</p></numbered-paragaph>

or --- with list-id ---:

<numbered-paragraph style-name="L1" list-id="1"><p>P1</p></numbered-paragaph>
<numbered-paragraph style-name="L1" list-id="1" continue-numbering="true"><p>P1</p></numbered-paragaph>
<numbered-paragraph style-name="L1" list-id="1" continue-numbering="true"><p>P1</p></numbered-paragaph>


So we need to have an understanding of the default-value for continue-numbering.

My interpretation of the standard was that it was not either true nor false, 
it was dependent on a lot of other items.

Lets forget these examples and look at the future. In the list-id example the 
continue-numbering can be defined much more strictly as we don't need it 
anymore for specifying the domain of a list. List-id does that.
