I'd say the answer to both is no.

The styling language I was referring to (CSL) is being implemented and
is working quite well, but i think it's premature to be worrying about
including it in ODF 1.2. Perhaps  the TC could revisit it for 1.3 if
implementors feel it'd be useful?
