Another option for just whiteboarding and IM might be an XMPP (like
Google Talk and other independent IM services(i.e. you can run your
own service)). It's an IETF standard. It supports whiteboarding. There
are even a few different clients that implement whiteboarding, and it
provides a better chat interface than IRC. Also, there's no reason, in
principal that an extension for OO.o couldn't be developed to
collaborate over XMPP.
