A couple of extra points that we have not previously discussed:

I will be meeting with SC 34 (and Murata-san) later this week/early next 
in Oslo, Norway and one of the informal items on the agenda is the ODF 
defect reports. They too are interested in quicker processing of errata 
but we have to be mindful of my next point.

The sticking point, at least in my view, is that OASIS limits a TC to 
two errata documents per year, which either means one waits to gather up 
errata (creating the delay that you mention), or there are only two 
errata documents per year and whether your particular errata makes it 
into one of those two depends on your timing.

Neither of those seems optimal to me but it is an improvement over the 
prior process, which was to issue a new version of the standard.

Personally I think members of OASIS, outside of the ODF TC since this 
would be out of scope for the TC, should study the ISO defect procedure 
and propose a mechanism in OASIS that corresponds to that process, 
particularly for standards that have been submitted to ISO. That would 
keep TCs, such as ours, from having to try to coordinate between two 
different errata processes. I suspect there is that sort of coordination 
of process between ISO and the Unicode Consortium so it isn't unknown 
for that to happen.
