This debate is both circular and quite wasteful Michael.

The current 1.1 document is so loose as to be useless as a source of
conformance?
The base question to be answered is 'conformant to what'?

Until the spec contains tight requirements against which a document or
an application
can be tested, ODF conformance is what OIC is currently avoiding.

Once each para of the spec is a clear requirement, then ODF
conformance can be defined.
