good question.
currently it seems the semantics of variable-get without preceding variable-set is undefined.
we could:
- declare it invalid
- define a default value
- leave it unspecified (and state so explicitly)

i think i'm in favor of declaring it invalid, because i don't like undefined semantics, and i don't think there is a sensible default value.
