Good point about the "is clicked with a mouse" language. That needs to be checked elsewhere as well.

Does anyone have an alternative to "is activated." I hesitate because a format isn't "activated." Perhaps we should simply say: 

"The form:focus-on-click attribute specifies whether a <form:button> element has the focus in a form.

The defined values for the form:focus-on-click attribute are:

true: The element has the focus in a form.

false: The element does not have the focus in a form."

And we leave how, by mouse click or other means that is set up to the application. Does that work?

As far as the up/down button issue, hmmm, well, is focus meaningful other than for data entry? That is do I need the focus information when I am submitting a form, for example? At that point what I suspect I need is the key/value pairs from the form. 

An issue for ODF-Next but when would a format for interchange need to record "focus" information?
