I agree that this sentence doesn't make sense:

"If an application does not support setting the fo:hyphenate, fo:hyphenation-keep, fo:hyphenation-remain-char-count, fo:hyphenation-push-char-count and fo:hyphenation-ladder-count attributes independent of each other within a style, the default for fo:hyphenate is false."

E.g. KOffice-1.x supports fo:hyphenate and none of the other more specific attributes. Yet the default is true (which is a sensible default, otherwise globally-enabled hyphenation doesn't work until the user enables it on runs of text explicitely). I would remove this paragraph altogether, unless the person who wrote it has more information about this phrasing.
