This is strange indeed. For normal text, the direction of writing is controlled by
style:writing-mode (which supports rl-tb and lt-rb).

I guess the historical reason is that charts and table-cells didn't support all writing modes in OpenOffice?
It would seem much more consistent to use style:writing-mode for charts and table-cells too, though.
