At the moment, both style:text-line-though-type="none" and style:text-line-though-style="none" switch off an underline, and both attributes enable underlining if used with a value other than "none". At least, that's my reading of the text.
What is indeed unclear is what happens if someone specifies for instance let's say style:text-line-though-type="none" and style:text-line-though-style="single". I would not expect that any application stores this combination, but we should anyway clarify this.

My recommendation is that we deprecate the value "none" for style:text-line-though-type and further state that any occurrence of style:text-line-though-type should be accomplished by a  style:text-line-though-style attribute at the same element, and that there should not be an style:text-line-though-type attribute if the value of  style:text-line-though-style is "none". This would mean that ODF 1.1 documents could be interpreted by ODF application like before, but that new documents do not contain conflicting attribute values.
