I sitll see two problems:

(1) the proposed prose refers to system settings for  "short and long date and time formats". While they may exist the terms "short" and "long" refer to time and date components (months, days, etc.) Are there really system settings for these components?

(2) In the absence of system settings, how is the interpretation of "short" and "long" for date components defined?
