This situation is unchanged with respect to ODF 1.2 Part 1 cd02 section 1.3
There are related issues to be considered in conjunction with what is put here:
1. The key point is that there still needs to be something in section 1.3 regarding the prefixes bound to those namespace in the schema and assumed to be bound to those namespaces in the text for expository convenience.
2. There are places where the prefix is spoken of as if it is the namespace in the ODF 1.0-ODF 1.2 text. Probably the best way to resolve that is with an additional statement about how that is a notational convenience, rather than root out the those usages.
3. There may need to be some sort of qualification with regard to the xml.rdf and RDFa uses of namespaces that may be in a different sense than the specialized use of namespaces as part of the rules for ODF documents.
