ODF 1.2 Part 1 cd02 section 17.808 still suffers from the issue raised in this public comment.

Note: Although the ODF TC meeting discussion assumed that part-of semantics has something to do with object-oriented models, I don't think that is the problem.

Problem 1: Does this attribute apply to a document when it is included in a global master document or does it appear in the global master document to determine how the included subdocuments are treated?

Problem 2: How are styles, pagination, and other features of an included document reconciled with whatever may be specified in the global master document and in other included documents?

Problem 3: Extend Problem 2 to fields, cross-references of various kinds (including to table cells?), tables of content, indexes, footnotes, macros/scripts, etc.

Recommendation for ODF 1.2: Deprecate text:global and remove the corresponding MIME type and filename extension from the Appendix.  Include a note that specification for global master documents will be introduced at a later time, and that any current use of those attributes and MIME types is implementation defined (or explicitly unspecified).
