In the comment registry this problem is reported as fixed in ODF 1.1.  That is incorrect.  The ODF 1.1 text is the same as the ODF 1.0 text.

In ODF 1.2 Part 1 cd02, section 17.618 does avoid the "as well" and has a preferable rewording.
