The question of using different attributes for declaring an entity and referencing the entity is independent of using xml:ids to identify entities.
Propose to postpone the decision of using xml:ids for identifying these entities or/and of using different attributes for referencing/declaring to ODF-next.

To sort this and similar cases out, I suggest that we adopt the convention of using xml:ids always for identification for references and references to those ids can be of the form: text:sequence-ref for example, to make it clear this is reference and not the item we previously identified.
