Reading the unicode standard, especially Annex #11 and some of the code sharts, for example the Halfwidth and Fullwidth Forms Range: FF00-FFEF unicode code chart, and having implemented the translation described in the draft for GNumeric, I see that the translation rules given do specify the required translation in full. THe Unicode documentation also explains that this may be useful.

Nevertheless the two references mentioned above have nothing at all to do with the issue at hand and so should be removed from the draft. (Otherwise the draft seems to describe the translation fully, even if it could be improved by at least listing the codepoints in order and avoiding to state a (small) range and tehn exceptions to that range.)
