Sorry, my comment was unclear. What I was suggesting was that there be *one* grammar for the attribute value and if particular uses only need a subset of that, so be it. But there would be only one grammar. 

Is that clearer? 

My concern is with the changing grammar depending upon the element where the attribute appears. Perfectly find for a particular context to only need part of the grammar, my question is why not simply define it broadly enough that we don't have to treat those cases as exceptions.
