I missed the number:truncate-on-overflow. This fixes part of this problem, but still does not allow a time duration specified as a number of minutes outside the range of 0 to 59. number:truncate-on-overflow is an attribute applicable to the time-style with an effect only on the hours.

I propose that we add this attribute to the number:hours and number:minutes elements (defaulting to true) with the understanding that the attribute effects that element only, and if the number:hour element does not have such an attribute specifies but the number:time-style does then the value of teh latter applies to number:hours.
