Regarding the functional notation: The functional notation is an alternative notation, but it does not extend the permitted color values itself. We may add it anyway, but we don't loose much if we don't have it.

Given that we haven't had the functional notation in ODF 1.0 and ODF 1.1 either I suggest we consider to add it for ODF-Next.

Regarding style:color: It is intended that these attribute are not in the "fo" namespace, because they are not formatting properties but attributes of some other elements.
