With the new structure it is in fact not too easy to reference "Fill Properties" because these are not contained in a section of its own. But I think this is anyway not required. The attribute that controls filling using fill properties is draw:fill. It should be sufficient if we mention this attribute, what we actually do already. So, rather than saying

Fill formatting properties can be used instead of this attribute for enhanced table row and table cell background fill styles. If a value for a draw:fill attribute is provided, then a background image that is specified by a <style:background-image> element and a background color that is specified with the fo:background-color attribute are switched off.

we can just say

I've noticed that there is a single sub section "General" under the fo:background-color heading. We don't need that (that is, we need its content but not the subsection heading).
