Patrick,

the key is that the attribute has only an effect when the user applies a certain style to a paragraph using the UI. That is, in a stored document a <text:p> remains a <text:p> and is interpreted and displayed as such, regardless of the value of this attributes. The same holds for <text:h>.

But if the document is loaded, and the user then assigns a new style to a paragraph, a paragraph (represented by <text:p> in the original file) may be turned into a heading. If that document is stored again, a <text:h> element is stored.

Maybe this gets clearer if we say less:

If this attribute is present for a paragraph style, and if an implementations assigns this paragraph style to a paragraph or heading, then the implementation should replace the paragraph or heading with a heading of the specified level, which has the same content and attributes as the original paragraph or heading.

Note: This attribute does not modify the behavior of <text:p> or <text:h> elements, but only instructs an implementation to create one or the other when assigning a paragraph style as a result of user interface action while the document is edited.
