Apparently there was no other reason than some assumption that "this expression is not a complete formula", I doubt there is a reason to not use an '=' equal sign.

Instead of requiring the '=' always, another possibility would be to make it optional if no namespace was used, and requiring it if a namespace was used, which would give:

In the case of #1 (namespace prefix used) the attribute value shall be written as "of:=A1".
In the case of #2 (no namespace prefix) the attribute value may be written as either "=of:A1" or "of:A1", the latter would maintain interoperability with ODF 1.1

A reading implementation when encountering a namespace prefix would have to check whether a '=' follows, and if it doesn't it wasn't a namespace prefix but a part of the named expression instead.
