We probably should avoid talking about left and right since in some locales sheets may be read from right to left.

Let (i_P,j_P) be the pair consisting of i_P, the smallest column number of a cell on page P, and j_P, the  smallest row number of a cell on Page P. 

For 'ltr', page P is printed before page Q exactly when j_P < j_Q or (j_P = j_Q and i_P<i_Q). 
For 'ttb', page P is printed before page Q exactly when i_P < i_Q or (i_P = i_Q and j_P<j_Q). -----------------------------------------------------------------------------------------------------------------------
