Most of the suggestion have been implemented for ODF 1.2: ODF 1.2 does no longer use attribute defaulting. Further, all references to the RNG DTD compatibility specification have been removed. And ODF 1.2 uses xml:id attributes to specify ID attributes.

Regarding "Personally, I would remove all the XSD datatyping from the ODF schema too so that the schema became "pure" 19757-2"

If the XSD datatype definitions are removed, then they have to be replaced by something else. If that is possible and reasonable may be discussed for one of the next ODF versions.

These seem to be guidelines for schema authors. Referencing them seems not be required and may even be problematic, because the guidelines reference the RNG DTD Compatibility specification.
