Yes, saving named expressions to ODF 1.2 without namespace in OOo3.x allows OOo2.4 to still read them, quietly assuming that most OpenFormula syntax used in named expressions is compatible with old 'oooc' syntax, which admittedly isn't clean but works for general usage. If a namespace was present it couldn't be handled and lead to a #NAME? error if the expression was used in a formula. It does not depend on the generator string. Another creator storing named expressions without namespace in ODF 1.2 would have to use OpenFormula as well, so there would be no difference. OOo3.x will be able to handle namespaces when reading.
