True, the namespace is only applicable for formulas, but not only for "is-true-formula(formula)", also  for other conditions where Value is Formula, e.g. "cell-content() operator formula" or "cell-content-text-length() operator formula" or "cell-content-is-between(value1, value2)". It should always be written, to be consistent with table:condition where we require it since ODF 1.0/1.1
We should add such a note to table:condition as well.
