<style:text-properties> also specifies formatting properties for a section not just for text. So if a section has style:text-blinking, what is blinking (if anything)? Also the reference to text in  <style:text-properties> appears to be just there to make the text readable. I am not sure that it has any specific meaning. For style:text-blinking of course one would need to know exactly what should be blinking. 

Assuming that it refers only to characters, would that mean that underlining would not blink? What about text shadow? 

If a section contains a draw:oject containing a math:math element, then that math-element may contain content that a user would perceive to be text. Is that text affected?
