But when we say: "In an OpenDocument file, the variable declarations shall be the first child elements in its parent elements." That really isn't true is it? Thinking of the font-face-decls don't appear as the first children of document-content.content. Yes?

Shouldn't we say: "In an OpenDocument file, variable declarations shall precede in document order any use of those variable declarations."

Isn't that what we are trying to capture? The precise modeling of any given variable declaration is defined by the schema.
