All the other elements within charts (like titles and axis for example) are all not placed dynamically for different regional settings. If only the legend hops around when switching regional settings this would be quite unexpected and can easily break the layout. So the described placements are not by error but by intention. There should be made no difference between Western  and not-Western. Whether a legend-align=end means right or bottom depends on the attribute legend-position.
