I think this explains the difference well enough. The fact that collapsed and and filtered may behave differently when deleting rows or columns provides the reason why we have differ between these two cases, but since ODF does not define application behavior in regard to editing applications, I would not use that for differentiation here.

Regarding the inconsistency between using nouns and adjectives. Since the current values exist already in ODF 1.0 I would not change them for ODF 1.2, but we may discuss that for a future version.

My suggestion for the attribute description:

The table:visibility attribute specifies whether a *row* or *column is* visible**

The defined values for the table:visibility attribute are:
collapsed: *a row* or *column is* not visible *because the user choosed to hide it*.
filter: *a row* or *column is* not visible *as result of applying a filter*.
visible: *a row* or *column is* visible.
----

Please note that I'm using the singular, because the attribute refers to a single row or column. Using the plural to me sounds like that the attributes control the visibility of all rows and columns, which is not the case.
