Maybe a misunderstanding? table:base-cell-address is in for exactly this purpose, to be able to determine the offsets in relative references. e.g.
        <table:named-expression table:name='myExpression' table:expression='[.B2]+[.B3]' table:base-cell-address='$Sheet1.$A$1' />
refers cells 1 column to the right and 1 respectively 2 rows below, used in a formula in cell A2 it would refer cells B3 and B4.
The  same for the <table:named-range> element.
