In ODF 1.2 CVD03 rev03, it has been clarified what happens if the table name itself contains apostrophes:

If the name of the table contains blanks, dots (.) or apostrophes ('), the name shall be quoted with apostrophes ('). Any apostrophes in the name shall be escaped by doubling ('').

Clarifying which UNICODE code points are meant is OFFICE-1238.
