I like "indexed started with 1" but I suspect part of the awkwardness is that we are talking about the position in a number and have to talk about the number that represents that number. Err, easy to get confused. 

Taking your suggestion into account, how about:

"The *index of a position starts with 1* and is counted by digits from right to left in the integer part of a number, starting left from a decimal separator if one exists, or else from the last digit of the number...." 

With the rest of the language being the same.
